Former Madisonville Police Officer Accused of Stealing Thousands from City on Fuel Card

Madisonville, TN (WVLT) An investigation by the state Comptroller’s Office has resulted in a former Madisonville police officer being indicted on multiple charges.

According to the office, an investigation began into Bobby Mack Woods after concerns regarding Woods’s use of a city-issued fuel purchasing card between February 2022 and December 2023.

Investigators found that Woods used the card, intended to be used for only his patrol car, for personal use 84 times, purchasing $3,072.71 in fuel while he was off-duty, outside city limits without justification and in quantities that exceeded his patrol car’s capacity.

The office also said investigators found at least $2,270.43 in questionable purchases, including fuel amounts not supported by odometer readings.

Woods later told investigators he used the card for personal purposes and resigned from the department on Dec.4, 2023.

Earlier this month, the Monroe County Grand Jury indicted Woods on one count of theft over $2,500, one count of fraudulent use of a debit or credit card and one count of official misconduct.

“Cities must adopt clear policies and document internal controls to prevent fraud and misuse of public resources,” said Comptroller Jason Mumpower. “A simple written policy could have helped deter this misuse and ensured better accountability.”
