TBI is Investigating an Officer-Involved Shooting in South Knox County

UPDATE: Knox County, TN – At the request of 6th Judicial District Attorney General Charme Allen, TBI agents are investigating the circumstances leading to an officer-involved shooting that occurred Wednesday morning in Knox County.

Just after 9:00 a.m., deputies with the Knox County Sheriff’s Office were attempting to serve an arrest warrant on a male subject at a residence in the 7300 block of Windtree Oaks Way in Knoxville. Preliminary information indicates that as deputies tried to take the man into custody, he brandished a knife, resulting in a Knox County deputy firing a shot, striking him. The man was transported to a local hospital with non-life-threatening injuries. No deputies were injured during the incident.  

TBI agents are working to independently determine the series of events leading to the shooting, including collecting evidence and conducting interviews. Throughout the process, investigative findings will be shared with the District Attorney General for her further review and consideration. The TBI acts solely as fact-finders in its cases and does not determine whether the actions of an officer were justified in these types of matters. That decision rests with the District Attorney General requesting TBI’s involvement. 

The TBI does not identify the officers involved in these types of incidents and instead refers questions of that nature to the respective department to answer as it sees fit.

This morning (Wednesday), officers from KCSO were attempting to serve an outstanding warrant in the 7300 block of Brook Run in South Knox County.

During the execution of this warrant, an incident occurred resulting in at least one shot being fired by the Sheriff’s Office.

The individual involved was struck in the hand and has been taken to the hospital for treatment. The injuries are believed to be non-life-threatening at this time.

As is standard procedure in officer-involved shootings, TBI has been called to conduct a thorough and independent investigation.

Knoxville Man is Convicted of Killing a Woman, Severely Injuring a Man While Drunk Driving in 2022

A Knoxville man who was driving drunk is convicted of killing a woman and seriously injuring another while they were crossing the street.

District Attorney General Charme Allen’s office says Knoxville Police Officers responded to a crash in the 1900 block of North Broadway on August 6th, 2022 after a car hit a man and woman who were crossing the street.

Officers saw Kenyan Warren, now 46, throw a beer can under his car. Witnesses also told police that before they arrived on the scene, Warren walked over to the woman and kicked her, telling her to get up before cursing at her and trying to drag her out of the road.

A blood draw later revealed Warren had a BAC of 0.106 in addition to cocaine and marijuana in his system.

On Tuesday, Allen says Warren was convicted of vehicular homicide, driving under the influence and reckless aggravated assault.

Warren is scheduled to be sentenced on August 20th.

FORMER CORRECTIONS OFFICER INDICTED, CHARGED IN SEXUAL MISCONDUCT INVESTIGATION

CARTER COUNTY – An investigation by special agents with the Tennessee Bureau of Investigation has resulted in the indictment of a now-former Carter County corrections officer accused of having inappropriate contact with an inmate.

In December 2024, at the request of 1st Judicial District Attorney General Steve Finney, TBI agents began investigating allegations of misconduct involving Matthew J. Gray (DOB: 6/23/97).

During the course of the investigation, agents determined that Gray had sexual contact with an inmate on more than one occasion. The Carter County Sheriff’s Office terminated Gray’s employment when the allegations surfaced.

On Monday, the Carter County Grand Jury returned an indictment charging Gray with two counts of Sexual Contact with Inmates. Today, he turned himself in and was booked into the Carter County Jail on a $10,000 bond.

The charges and allegations referenced in this release are merely accusations of criminal conduct, not evidence. The defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt and convicted through due process of law.

Tennessee Highway Patrol is investigating a deadly crash which shut down Highway 411 in Blount County.

According to TDOT, a multi-vehicle crash happened yesterday (Tuesday) afternoon on 411 near Brick Mill Road.

Details are limited but officials with THP confirms that at least one person died in the crash.

The roadway was completely shut down for over three hours but has reopened.

UPDATE: Authorities say Lisa Michelle Smith has been found safe following a missing person alert. The Jefferson County Sheriff’s Office says she was last seen walking from a home in Dandridge which prompted the alert.

Original Story: The Jefferson County Sheriff’s Office is searching for a 54-year-old woman last seen in Dandridge.

Lisa Michelle Smith was last seen walking from a home on Ranch Road in Dandridge.

She has a learning disability and was last seen wearing a light blue shirt, yellow pajama pants, and navy shoes.

She is 5′10″ with black and white shoulder-length hair.

Anyone with information regarding Smith’s whereabouts is asked to call Jefferson County E-911 at 865-475-6855.

Knoxville Police Identify the Motorcyclist Killed after Crash at Broadway and Rose Drive 

UPDATE: The victim from a fatal motorcycle crash in northeast Knoxville has been identified.

Knoxville Police say 21 year-old Kodie Morocco was killed Tuesday morning in the crash at Broadway and Rose Drive.

Officers responded to a crash involving a SUV and motorcycle and preliminary reports show it appears that the SUV was attempting to cross all four lanes of Broadway from the intersection with Old Broadway when the motorcycle struck the passenger side of the SUV. Morocco was pronounced dead at the scene.

This investigation is on-going.

Original Story: An adult man was killed after his motorcycle collided with a vehicle at the intersection of Broadway and Rose Drive.


On Tuesday, July 8, 2025, at around 8:45 A.M., officers responded to a crash involving a black Nissan Xterra and a black Harley-Davidson motorcycle. The motorcyclist died at the scene.


Based on the preliminary investigation, it appears that the Xterra was attempting to cross all four lanes of Broadway from the intersection with Old Broadway and pull into the shopping center located at 2901 Tazewell Pike.

The motorcycle was traveling north on Broadway and struck the passenger side of the Xterra. The Xterra then struck a building in the shopping center and rolled back into the parking lot.
The driver of the Xterra was transported to the hospital for treatment. No other injuries were reported.


KPD crash reconstructionist responded to the scene and are continuing to investigate.

Knoxville Fire Department Investigators say a Man who Reportedly Started a House Fire is in Custody

On Monday, July 7, 2025, at 5:50 AM, the Knoxville Fire Department responded to a reported house fire in the 2400 block of Larkwood Lane. Investigators from the Knoxville Fire Department determined that the fire had been intentionally set and was related to an ongoing domestic situation. Late yesterday evening, with assistance from the Knoxville Police Department, fire investigators located the suspect, who was taken into custody without incident. 

The suspect, Roderick J. McAlpin, age 42, has been charged with one count of felony arson. He is currently detained at the Knox County Detention Facility.

Knoxville Dollar Tree Employee is Facing Second Sex Crimes Charge in Months While on the Job

A Dollar Tree employee is facing his second sex crimes charge in less than a year.

31-year-old Collin Miller works at the store at the Town and Country Circle shopping center is facing charges with both incidents happening at the store while he was on the job.

Police reports show Miller was charged with attempted indecent exposure in November of last year, a charge he pleaded guilty to in January.

The reports claim he was not fired from his position and he still worked at the store and the second incident, which happened over the weekend, involved a minor.

Miller is now facing an illegal photography charge. The latest report said Miller was working in the store when he followed a family around, taking pictures of a 16-year-old girl.

Officers say the phone contained around 25,000 pictures of women.

There are plans to rezone portions of undeveloped land in Sevierville, paving the way for a proposed new community that will include more than 1,000 of homes, three parks and a commercial area on Red Bank Road.

The Sevierville Planning Commission agreed to hear out D.R. Horton, a national developer who hopes to bring the project to the area at a recent meeting where they could possibly rezone 444 acres to make way for the project.

The proposal would bring around 1,200 single-family homes and duplexes to Sevierville, along with three parks and a dedicated commercial space.

There aren’t many details about what the commercial space would bring, but D.R. Horton’s proposal described it as “a vibrant hub with retail, cafés, and offices, designed for walkability and community connection.”

TDEC SEEKS APPLICANTS FOR FAST CHARGE TN NETWORK GRANTS

NASHVILLE – The Tennessee Department of Environment and Conservation (TDEC) has released its second solicitation for Light Duty Zero Emission Vehicle Supply Equipment projects under the Fast Charge TN Network grant program.

Funds are available for local power companies, for-profit or non-profit organizations, and government entities, including local governments or public institutions of higher education based in Tennessee.

TDEC and the Tennessee Valley Authority (TVA) initially partnered in 2021 to develop a statewide electric vehicle (EV) fast-charging network designed to power the growth of EVs across Tennessee and reduce barriers to transportation electrification, leveraging various funding sources.

This solicitation is funded through the Volkswagen Diesel Settlement Environmental Mitigation Trust (EMT), from settlements resolving allegations that Volkswagen violated clean air standards in sales of vehicles in model years 2009-2016. The purpose of the trust is to execute environmental mitigation projects that reduce emissions of nitrogen oxides. Under the current solicitation, $2.8 million in EMT funding is available for eligible projects.

Projects implemented under this solicitation will support the continued development of the Fast Charge TN Network, building out direct current fast charging infrastructure at least every 50 miles along prioritized corridors. Following the first round of solicitation, 35 Fast Charge TN Network sites are now live and operational, and 18 sites are currently under development, but charging infrastructure gaps remain.

The Fast Charge TN Network program is managed by TDEC’s Office of Energy Programs and is intended to complement the State’s implementation of the National Electric Vehicle Infrastructure (NEVI) Formula Grant Program, which seeks to build fast charging EV infrastructure along designated Alternative Fuel Corridors. The national program is administered in the state by the Tennessee Department of Transportation (TDOT).

To avoid duplicative efforts, the prioritized areas for buildout under this second round of funding are areas that TDOT, TDEC, and TVA anticipate the State’s NEVI program will not address in Alternative Fuel Corridor buildout.

Applicants must commit to owning, operating, and maintaining grant-funded EV fast-charging infrastructure for at least five years following equipment procurement, delivery, installation, and commissioning. The charging infrastructure must be publicly accessible 24/7, 365 days of the year and located within identified infrastructure gap areas.

Priority will be given to locations within designated infrastructure gap zones as defined in the interactive infrastructure gap areas map. However, these areas are subject to change prior to final award announcements. More information on eligibility considerations and application requirements may be accessed in the application manual.

Applications and supporting documentation must be submitted electronically via the TDEC online grants management system available at tdec.smartsimple.com.

Applications must be received by Sept. 12 at 4 p.m. CDT. TDEC will announce awards after conducting a comprehensive review and evaluation of all complete and eligible grant applications. Grant contracting efforts will occur shortly thereafter.

TDEC will host a mandatory application workshop webinar on July 14 from 1-3 p.m. CDTRegistration can be accessed online. The workshop will be recorded and posted on the TDEC website for applicant reference.

Applicants will be required to attend the virtual application workshop prior to application submission, either by participating during the initial webinar session or viewing the recording. The application workshop will provide guidance on the application process and program terms and conditions, including project eligibility, timelines for implementation, and reporting requirements.
