KPD Receives Final Report from 21CP Departmental Assessment

The Knoxville Police Department has received the final report from the departmental assessment that was conducted by 21CP Solutions.

As part of the wide-ranging departmental assessment, 21CP Solutions provided in-depth policy and procedural recommendations in seven core areas – use of force; stops, searches and arrests; vehicle pursuits; impartial policing; vehicle pursuits; response to vulnerable individuals; staffing and deployment; and training. 

The assessment started in earnest in early August with a three-day, on-site visit.

“This assessment will be fundamental to our long-term goal of implementing nationwide, research-backed best practices,” Chief of Police Paul Noel said. “The final report will serve as a strategic roadmap for our leadership team as we move into the future, revamp our policies and procedures, and work towards delivering the best service possible.”

“I appreciate 21CP Solutions bringing fresh eyes and national expertise to a top-to-bottom comprehensive assessment of KPD’s policies and practices,” Mayor Indya Kincannon said.

“It was imperative to me and to Chief Noel that the City seek an outside review as part of our commitment to research-driven national best practices. I commend Chief Noel and KPD on their open-mindedness and proactive, progressive approach to updating KPD’s policies.”

For the department assessment, 21CP consultants evaluated existing policies and standard operation procedures, analyzed departmental data, and conducted a wide swath of interviews, focus groups and one-on-one conversations with over 100 current KPD employees. Those discussions were all voluntary and confidential to ensure candidness.

“21CP Solutions is often asked to conduct an assessment of a police department after it has experienced a critical incident – an officer-involved shooting, significant officer misconduct, fall-out from policing a protest, and others,” said Nola Joyce, 21CP Solutions partner and principal consultant. “It is very unusual for a chief of police to pursue an assessment of their department, let alone to making the results public and committing to work toward implementing the recommended changes. Knoxville should be proud of the courage and foresight of Chief Noel and their police department.”

The group of 21CP consultants consisted of former police executives and subject-matter experts in a range of contemporary law enforcement issues, including constitutional policing. 

“As a Command Staff, we are deep in the process of evaluating 21CP’s recommendations,” Chief Noel said. “We will assess each recommendation individually to determine how they support our values an organization and the culture that we are working to build at the Knoxville Police Department. That process will include not only the Command Staff, but other stakeholders across supervisory ranks.”

This past week, KPD continued its partnership with 21CP with a two-day strategic planning session. Numerous members of the department across all ranks participated in the session, which was conducted to develop concrete goals that the KPD wants to achieve.

Knoxville Fire Department crews called to the 5800 block of Hillock Road last night (Wednesday) after a neighbor noticed the fire. One person was found dead in the home which received significant damage and a dog and cat are also missing.

The American Red Cross is assisting the family member who was not home during the fire.

Greeneville, TN (WOKI) Almost 30 people are sent to the hospital Wednesday morning following two separate chemical leaks at a cheese factory in Greeneville.

Greeneville town officials say two separate leaks of anhydrous ammonia occurred at La Quesera Mexicana, a cheese factory located on Hankins Street.

Officials say six employees were taken to a local hospital after the first chemical leak was reported at 7:15 a.m. A second leak resulted in 23 additional employees being taken to the hospital.

Officials report those being treated are in stable condition, and the leaks have been secured; they add there is no danger to the public.

Knoxville, TN (WOKI) The search for a man wanted for attempted first degree murder in a shooting incident Tuesday night is now over.

Police say 25 year-old Stephon Davidson was taken into custody Wednesday, December 20 by Knox County Sheriff’s Office deputies at a motel on Asheville Highway.

Davidson was wanted in connection to the shooting of a 28 year-old man late Tuesday night at an apartment in the 300 block of McConnell Street.

The victim was taken to the hospital for treatment of non-life-threatening injuries.

Police believe Davidson shot the victim through the door of the apartment during an argument, then left.

Davidson is also facing a charge of felon in possession of a firearm.

Knoxville, TN (WOKI) A former Johnson City business owner and accused child rapist is released from hospital care Wednesday following a suicide attempt.

An update from the U.S. Marshals Service says Sean Williams was transported back to jail and remains under close supervision. Officials say Williams will attend a
court appearance in Greeneville Thursday, December 21 as scheduled. Williams is due in court at 2:00 p.m.

U.S. Marshals say despite heavy supervision in an isolation cell at the Blount County Jail, Williams managed to stab himself Tuesday night; he was stabilized and transported to a local hospital for treatment of a puncture-type wound.

The agency says it is unknown how Williams created the wound but that the incident is under investigation.

Maryville, TN (WOKI) A Maryville man is charged with homicide, accused of stabbing and killing his father Tuesday afternoon.

Maryville Police Department officials say 29-year-old David Alexander Mills was taken into custody after a short chase in the Alcoa area after officers found his father, 58-year-old David Anthony Mills, dead in his home on Old Niles Ferry Road around 1:45 p.m. Police found the elder Mills in his
bedroom with what appeared to be multiple stab wounds.

David Alexander Mills was booked into the Blount County Correctional Facility on a homicide charge; he is being held on a $1 million bond pending a court appearance.

Knoxville Police are searching for a man wanted on numerous charges including attempted first-degree murder.

Police say 25 year-old Stephon Davidson is wanted in connection to a shooting that happened last (Tuesday) night on McConnell Street.

Officers responded to an apartment in Walter P. Taylor Homes and found a 28 year-old man who had been shot at least once who was taken to the hospital for non- life-threatening injuries.

The investigation has revealed that Davidson shot the victim through the door of the apartment following an argument.

Additional Knox County Schools To Receive No-Cost Meals

On Tuesday, Dec. 19, KCS informed families at 25 district schools that free breakfast and lunch meals will be provided to all students at those schools, beginning on January 4.

During the fall semester, students at the district’s 38 Community Eligibility Provision (CEP) schools – which are designated as part of the National School Lunch Program – received free breakfast and lunch.

Due to a change in the federal CEP threshold and a change in policy by the Tennessee Department of Education, KCS can now expand the district’s CEP program on a pilot basis. With the addition of 25 new schools, the total number of CEP schools will be 63 during the spring semester. The list below shows existing and new CEP schools, with the new schools designated by an asterisk (*).

This change will be in place for the remainder of the 2023-24 school year. KCS Nutrition will evaluate program data in the late spring of 2024 to assess whether it is feasible to continue this initiative in future school years.

“Our goal is to always do what is best for the students and families of Knox County Schools,” said Brett Foster, Executive Director of Child Nutrition. “We believe this pilot program will be of immediate assistance to families at these schools, and we are pleased to be able to provide it.”

A Man Charged with More than 20 Counts of Child Sex Crimes Including Rape is Hospitalized after Attempting to Take His Own Life

A man charged with more than 20 counts of child sex crimes including rape is in the hospital after officials say he tried to take his own life.

It happened two hours after Sean Williams, who escaped federal custody during a prison transport back in October and was on the run for more than a month, was transferred to the Blount County jail yesterday (Tuesday).
U.S. Marshals say despite heavy supervision in an isolation cell at the jail, Williams managed to stab himself, He is being treated at a hospital.

U.S. Marshal David Jolley says that it is currently unknown what Williams used to hurt himself, and the incident is under investigation.

“Williams is a cunning and very dangerous individual who has attempted to escape, escaped from transport officers, and now attempted suicide, all to avoid facing his charges,” Jolley said.

Williams will be under significant guard presence by Blount County Sheriffs deputies and Deputy U.S. Marshals, officials say.
