Knoxville Leaders to Consider Ban on Tethering Dogs Unsupervised

Knoxville city council members will discuss a total ban of leaving dogs chained up outside unsupervised Tuesday night.

The current city ordinance allows it, but the Knoxville Animal Welfare Alliance wants to change that, and brought the issue up to city leaders. The co-founder of the group, Julia Roy, said they followed the guidelines of what Johnson City put into law a few years ago.

“We know Knoxville is a very pet-friendly community. We’re supposed to be one of the most dog-friendly communities in the nation, and we feel like this is a good step towards that title,” Roy said.

The proposed ordinance change would also include a requirement of at least a 10-foot chain if a dog is chained up outside supervised. They’re also asking city council to make an age requirement stating a dog needs to be six months or older to be chained up outside. The proposed change would also require dogs to be at least two feet from any sidewalks or other walkways. Roy said the goal is to provide better animal care for dogs in Knoxville.

″We hope that it ends the continuous tethering of dogs in Knoxville and that we can improve animal care standards as far as proper shelter for outdoor dogs where dogs aren’t being left outdoors in severe inclement weather,” Roy said.

The only city councilperson opposed to the ordinance change is also the CEO of Young-Williams Animal Center Janet Testerman.

The animal center sent WVLT News a statement which stated the following:

In accordance with the positions of national animal welfare organizations, Young-Williams Animal Center does not support a total ban on tethering. Young-Williams Animal Center supports, instead, enacting higher sheltering standards to improve the quality of life for tethered and non-tethered pets. The best way to make a significant impact on the lives of outdoor pets is to require better care such as increased and more specific definitions of shelter, accessible food and water, adequate shade and humane standards of tethering, such as replacing fixed-point tethering with trolley systems that allow animals to exercise and enjoy enrichment activities.

A total ban could have serious, unintended consequences, including disproportionately affecting and punishing low-income pet owners, and would not address the standards of care for pets still kept outdoors.

An estimated 53% of residents in the City of Knoxville are renters. Many pet owners do not have the ability or resources to install a fence or other containment alternative. From many years of working with pet owners, we know that pets are most often tethered due to a lack of resources and/or education.

If the change were to get passed and go into effect, the punishment for leaving dogs tethered unattended would start as fines. If the problem were to continue and the dog is left without proper food, water or shelter, that’s when animal control could step in and take the dog off the property.

KNOXVILLE, Tenn. – Tennessee football has officially added four talented FBS transfers to its 2023 roster, while 24 additional members of the #RockyTop23 signing class began classes on Monday, the first day of the spring semester on the UT campus.

The four new FBS transfers include: offensive lineman John Campbell Jr. from Miami, defensive back Gabe Jeudy-Lally from BYU, defensive lineman Omarr Norman-Lott from Arizona State and wide receiver Dont’e Thornton from Oregon.  

They join tight end McCallan Castles from UC Davis, linebacker Keenan Pili from BYU, offensive lineman Andrej Karic and placekicker Charles Campbell, who were announced in December. All are now enrolled for the spring semester.

Hoops Preview: #4 Tennessee vs. Georgia

KNOXVILLE, Tenn. – Coming off last week’s undefeated two-game road trip, the fourth-ranked Tennessee men’s basketball team is back for a pair of home contests this week—beginning with a matchup against Georgia on Wednesday at 7 p.m. ET.

Tennessee (16-3, 6-1 SEC) wrapped up an undefeated two-game road swing Saturday with a 77-56 win at LSU—the Vols’ 10th win by 20 or more points this season. Josiah-Jordan James led the way with a season-high 22 points and hit four threes, while Zakai Zeigler had 12 points and 10 assists for his second-career double-double.
 
The Vols have won four of the last five meetings against Georgia, including three straight in Knoxville. Wednesday’s matchup marks the lone meeting of the 2022-23 season.
 
After Wednesday’s matchup with Georgia, Tennessee takes a brief break from conference play to welcome Texas to town for the SEC/Big 12 Challenge on Saturday. Tip off is set for 6 p.m. ET on ESPN. WHITE FAMILY CONNECTION ADDS NEW TWIST TO SERIES
• Tennessee Vice Chancellor/Director of Athletics Danny White is the younger brother of Florida head basketball coach Mike White.
• Since Danny White became the Tennessee AD, the Vols are a perfect 3-0 against Mike’s teams.
• Another White sibling, brother Brian, is the AD at Florida Atlantic. The Owls this season own an 19-1 record in men’s basketball, including a perfect 9-0 mark in Conference USA games.
 
M. WHITE FACED VOLS AS A REBEL
• During his playing career at Ole Miss from 1995-99, Georgia coach Mike White went 1-3 against UT.
• White played in all four games, averaging 5.0 points and 1.5 rebounds while shooting .357 from the field and .625 from 3-point range (5-8).
• The Rebels’ lone win over the Vols during that span came during White’s sophomore season (1996-97), and his most productive scoring game vs. UT came when he was a freshman (eight points).
 
ZEIGLER BURDENED FOR LAST SEASON’S GEORGIA GAME
• Although the Vols won last season’s March 1 game at Georgia, freshman Zakai Zeigler had a rough outing.
• Three nights earlier, Zeigler learned that his mother’s apartment back home in New York City had been destroyed by a fire.
• His mother, Charmane Zeigler, attended that March 1 game at UGA’s Stegeman Coliseum while staying with family in Atlanta, and that was the first time Zakai saw her after the devastating fire.
• Zakai’s two points vs. the Bulldogs tied a season-low. He shot just 1-of-7 from the field and had two turnovers in just 19 minutes of action.
• Charmane and the rest of Zakai’s family has since relocated to Knoxville following a big assist from Vol Nation.
 
ZEIGLER ELEVATED TO STARTER’S ROLE, SHINING
• After coming off the bench for Tennessee’s first 17 games, sophomore guard Zakai Zeigler has started each of the last two.
• Between his points (12) and assists (10) Saturday at LSU, he accounted for 38 of UT’s 77 points in the win.
• Despite having a backup role for more than half of the regular season, he still averages the second-most minutes among this year’s Vols (29.1 mpg).
• Zeigler brings an invaluable element of fire and toughness when he enters the game. Rick Barnes often says Zeigler has a knack for impacting the game outside of just scoring.
• During SEC play, Zeigler leads the league in assists (7.3 apg) and ranks second in assist/turnover ratio (3.00) and fourth in steals (2.14 spg).
• The last Vol to average more than 5.0 assists per game in SEC play was Jordan Bone in 2019 (5.9 apg).
• Zeigler scored a then-career-high 21 points during Tennessee’s loss at Arizona Dec. 17 and then bested that one month later with 24 in a win at Miss. State.
• In seven career games against top-10 opponents, he averages 11.9 points per game.
 
SHORTHANDED SUCCESS
• Tennessee owns an .842 winning percentage and is rated No. 2 nationally in most analytics-based metrics despite being regularly shorthanded this season.
• At least one scholarship rotation player has been unavailable for 13 of UT’s 19 games, with five Vols combining to miss 15 contests.
 
TENNESSEE SET TO HOST ESPN’S COLLEGE GAMEDAY FOR THIRD TIME
• ESPN College GameDay will originate live from Thompson-Boling Arena Saturday in advance of that day’s 6 p.m. ET showdown with No. 10 Texas.
• The show also is broadcasting from Knoxville Thursday to highlight the Lady Vols’ clash with UConn.
• Tennessee previously hosted College GameDay on Jan. 31, 2009 (79-63 win over Florida) and Jan. 15, 2011 (67-64 win over Vanderbilt).
• The Volunteers are 3-3 all-time in games for which College GameDay is on-site.

Phillips Earns First SEC Freshman of the Week Honor

Following back-to-back standout performances on the road last week, Tennessee forward Julian Phillips has been named SEC Freshman of the Week, the conference announced Monday.
 
In the Vols’ wins over Mississippi State and LSU last week, Phillips averaged 14.0 points, 7.5 rebounds while shooting 4-for-7 (.571) from 3-point range.
 
On Tuesday at Mississippi State, Phillips stepped up in the absence of two starters—recording his highest-scoring SEC game as a Vol and second-career double-double with 18 points and 11 rebounds. Five of his 11 rebounds came on the offensive glass.
 
Phillips scored 13 of his 18 points in the second half and played a career-high 37 minutes in the 70-59 win.
 
Four days later on Saturday at LSU, Phillips reached double figure scoring again—compiling 10 points, four rebounds and two steals during the Vols’ 77-56 win over the Tigers.
 
Entering last week, Phillips had never made multiple threes in a game. He made two threes apiece during Tennessee’s pair of wins for the Vols.
 
Through seven conference games, Phillips has emerged as a consistent force for the Vols—shooting 25-for-44 (.568) from the field and averaging 9.7 points and 5.4 rebounds per game during conference play.
 
The Blythewood, South Carolina, native is the second Vol to receive an SEC weekly honor this season. He joins Santiago Vescovi, who won SEC Player of the Week on Nov. 28.
 
Phillips and the Vols are back in action Wednesday night for a home matchup against Georgia. Tip-off is set for 7 p.m. ET on SEC Network.

An Armed Man is Arrested in Jefferson County for Allegedly Assaulting His Brother and Sister-In-Law

The Jefferson County Sherriff’s Office arrest a suspect armed with a rifle.

Deputies responding to an address in Strawberry Plains Saturday and spoke to a husband and wife who said the husband’s brother, Nicholas Shawn Knight, assaulted them and was armed with a rifle.

After 20 minutes of searching, Knight was found in a tree line with the weapon.

He was booked on two counts of aggravated assault.
